It'll be in either /etc/pacman.conf or /etc/pacman.d/[reponame].

I can not remember where to go in 'arch' to comment out the Lock mirror tell we get it fixed.

... when you install or remove a package stays open until you close it manually. Have you thought of making nacman a package and posting it in the Arch Linux AUR? You might get more feedback.
